Checking if Rapport is blocking the User Account Control messages

To check if Rapport is blocking the UAC messages, you need to try opening the registry editor and see if this provokes a UAC message.

To open the Registry editor, click the Start button and type "regedit" in the search field:

Then you should see this message:

If it does not appear, try stopping Rapport (Start > All programs > Trusteer Rapport > Stop Rapport) and repeating the process.
